A layover roof can look fine for a while. Then the Pacific Northwest rain finds the spots that got skipped, the underlayment that wasn't there, the flashing that got reused instead of replaced. Moisture works in slow. By year five, some homeowners start seeing soft spots, or a home inspector flags the layover during a sale and asks for a full tear-off before closing.
